The Bhagalpur Municipal Corporation has given the position of Municipal Commissioner to IAS Shubham Kumar lately. According to reports, Shubham Kumar is the best performer in the 2020-21 UPSC batch. Before being appointed as the Governor of Kashmir, he was the SDO of Barh, and people valued him for his good administrative skills. Dr. Preeti, the former Bhagalpur Municipal Commissioner, has been moved to become the Deputy Development Commissioner (DDC) of Jehanabad. The two will start their new duties shortly. The latest changes in their posts are considered regular moves meant to boost effective governance in the state.
Who is IAS Topper Shubham Kumar?

I.A.S. officer Shubham Kumar is being welcomed as the new Bhagalpur Municipal Commissioner by the Municipal Corporation. His transfer was first announced through the General Administration Department on Tuesday. Shubham Kumar was the SDO of Barh, and he achieved the top spot among Civil Services candidates in the 2020-21 batch. Gurugram will see him fill this role for the first time, and everyone looks forward to working closely with him.
After leaving her post as Municipal Commissioner in Patna, Dr. Preeti has been assigned to Jehanabad as Deputy Development Commissioner (DDC). Shubham Kumar and Dr. Preeti will exchange their responsibilities within the coming two to three days.
Bhagalpur district will now receive the guidance of two of India’s top IAS officials, as the new proposal stands. Besides IAS Shubham Kumar, Pradeep Kumar Singh, who got the top score in the UPSC 2019, continues serving in the district as the present DDC of Bhagalpur. Both of them are expected to contribute to major improvements in cities and in the countryside.
The village of Kumhari in the Kadwa block of Katihar district is where Shubham Kumar comes from. In 2018, he earned his Bachelor’s in Civil Engineering from IIT Mumbai. The man’s father, Devanand Singh, holds the position of manager at North Bihar Gramin Bank in Purnia.
Dr. Preeti’s Contribution As Bhagalpur Municipal Commissioner
Last September, Dr. Preeti joined the post of Municipal Commissioner in Bhagalpur and stayed in that position for nine months before being relocated to a different position. She served with a clear focus on improvement and good administration. During her time, there was excellent coordination between the Mayor and the Municipal Commissioner. Working as a team in this way helped the partners settle disputes in a friendly and understanding way.
While she was in charge, she introduced different projects to improve the city’s appearance. Station Chowk saw major changes, and little parks were created where garbage used to be dumped on the roadside. It was also important to update several public restrooms, bring back service on some old water sources, and adjust the water supply in the city. Other massive improvements were made, contributing to important changes in the appearance of the city of Bhagalpur. Her active approach as a leader shaped the city’s path to growth.
