Bhagalpur, Bihar: The Bihar government has come up with a new Bhagalpur BIADA policy for the closed industrial units. The entrepreneurs now have the opportunity to return the land and get the lease amount. The deadline for this application is 31 December 2025. After approval of the application, there will be three three-month period to remove the structure. According to the BIADA rate, there will be a proportional deduction. Following that, the remaining amount will return to entrepreneurs as a refund, in installments.
Looking back at the history of BIADA, land was allotted to 77 units of industry in the Bihar Industrial Area Development Authority or BIADA area, Barari. Several of these units are shut down due to various reasons. Some were closed due to a lack of demand in the respective industry. As a solution to these barren units, the Bihar government has come up with a new exit policy. The fact that the entrepreneurs can get a refund is certainly encouraging.
Purpose And Benefit of this New Bhagalpur BIADA Policy
The DGM of the BIADA area, Rajiv Ranjan, said that this new Bhagalpur BIADA policy has been implemented in order to promote industries. The purpose of this new policy is to use these abandoned units. These lands will be handed over to other entrepreneurs to set up new industrial units. If, after approval of the application, the structure or plant is not removed, the government will auction it. The amount of expense incurred in this will be deducted from those industrial units.
If the non-function industry is between one and three years, the owner will get 10%. If the industry is non-functional for over three years and less than 5 years, 15% will be returned. And in case of non-functional units of more than five years, 20% amount will be refunded.
The amount will be refunded in three installments. 40% of the amount in the first installment, 30% after four months, and the remaining 30% after eight months.

Eligibility of the Units
The eligibility of the units will depend on certain factors. If the units’ allotment is currently valid. The unit whose possession has not been taken, but allotment has been cancelled. And, the industrial unit whose lease period has expired; however, the land has not been allotted to any third party.
The units that are legally covered under the Bhagalpur BIADA new exit policy:
- Allotment is currently valid
- Filed appeal in Appellate Authority, High Court, and Supreme Court against cancellation of allotment, and can avail the benefit of this policy by withdrawing the suit petition
- Allotment has been canceled; however, BIADA has not yet taken possession.
Application Process of the New Bhagalpur BIADA Policy
- The entrepreneur can submit the application to the office of the Executive Director, North or South, at BIADA Headquarters.
- All necessary documents must be attached with the application: (1) Original Copy of the registered lease and allotment letter of the industrial unit. (2) No dues/objection certificate from a bank or financial institution. (3) Updated electricity bill from the electricity company. (4) A certificate as proof of no dues from any government department.
- The newly formed committee will go through the applications and make its final decisions.

New Target of BIADA | Industrial Units Along the Four-Lane
Under the Pradhan Mantri Gati Shakti Yojana, Bhagalpur industrial units will be set up next to the Munger-Mirzachowki four-lane. For this, BIANA has the target of purchasing 50 acres of land in Munger and 100 acres of land in Bhagalpur. Under BIADA’s 2021 Private Land Purchase Policy, BIADA will purchase land from farmers. BIADA’s development officer cum-in charge of the executive director, Saumya Verma, the process of purchasing land is ongoing in both the districts. If anyone is willing to sell their private land, they can contact the office. However, the price of the land should not be more than the MVR rate fixed by the registry office.
General Secretary of Eastern Bihar Industries Association, Alok Agarwal, said that the establishment of industrial units along the four-lane will have far-reaching outcomes. The raw materials will be available at much cheaper rates. It will be much easier to transport the goods to the market. This will be a great opportunity for small entrepreneurs to compete in the market.
Eastern Bihar Industries Association specifically demands that the local entrepreneurs must get the opportunity to establish enterprises along the four-lane. In order to accelerate industrial development, landowners must come forward to sell their land to BIADA. This will pave the way for new employment opportunities at a local level, developing Bhagalpur.
BIADA Land | Bhagalpur Textile Industry
According to Barari BIADA’s DGM Rajiv Ranjan, due to this scheme, the textile and leather industries will be on the priority list. Following this, land will be provided to the food plants and the IT sector. Under the leather and textile policy scheme, industries can be set up in the BIADA campus, Barari. The willing entrepreneur can apply to set up industries in the Plug and Play Center in an area of 19,720 square feet on the campus.
