Kahalgaon Fake Caste Certificate Case, Bhagalpur: Ramavatar Yadav, the then Circle Officer of Kahalgaon Zone in Bhagalpur, faces the threat of departmental action after being charge-sheeted for allegedly issuing a fake caste certificate. Following an investigation, the District Magistrate of Bhagalpur directed this action due to the seriousness of the charge. The case pertains to Pratima Kumari, the Mukhiya of Nandlalpur Panchayat, who had won the election allegedly using a false caste certificate.
Based on this allegation, she was disqualified and removed from her position. However, she was later reinstated following an order from the Patna High Court. The charge against Yadav is significant, as issuing false documents violates administrative integrity. The district administration is now expected to proceed further with disciplinary measures, highlighting the strict approach being taken against misconduct in official procedures.

The Kahalgaon fake caste certificate case is linked to the caste certificate from the Kahalgaon Zonal Office. Documents investigating her claimed Pratima’s permanent address as Makargarh Mohalla, located within the Jirwadi police station of Sahibganj in Jharkhand. Also, her father, Suresh Paswan, shares the same address. Still, she was granted a certificate to contest elections from the reserved seat for scheduled castes in Bihar.
The Primary Investigation conducted by the Special Officer of the State Election Commission revealed that caste certificates, ration cards, and even voter lists, along with the municipal certificate, were retrieved from the Sahibganj Municipal Council. All the gathered evidence strongly points towards the fabrication of documents. And, resulting in impersonation, the involvement of the Circle Officer surfaced.
Pratima Kumari Was Reinstated After Being Removed
As per the decision taken in the last hearing dated a year ago on 22 August 2024. The State Election Commission dismissed Pratima Kumari and barred her from the position of Mukhiya. This action was taken because she contested and won an election for a seat reserved for SC after falsely casting a certificate. The case had been filed with the commission by Kumari’s immediate competitors. Kiran Devi and Prabha Devi, who brought some evidence of the misuse.
Following this, the Election Commission not only removed Kumari Pratima from the position but also directed that criminal proceedings be instituted against her and a departmental investigation against the officers who issued the certificate.
This decision, however, has been challenged at the Patna High Court, which gave her some relief. The commission is said to have acted in accordance with the court order, whereby they are said to have issued an order for reinstatement on 7th April 2025. On April 16, the letter was issued to the Bhagalpur District Panchayati Raj Office endorsing her resuming duties. Thereafter, on 17 April, she took the oath of office and secrecy administered by BDO Rajiv Ranjan.

In the Kahalgaon fake caste certificate case, the role of Ramavatar Yadav was found suspicious in the investigation. As per the Panchayati Raj Officer’s Report and the District Magistrate’s directions, a charge sheet has been drawn up. In all his dealings within the bounds of this case. Ramavatar Yadav has stated that the strides being made toward these measures are unnecessary. And therefore, appeasement action with the Bhagalpur District Magistrate will be headed for requesting that the document cease action on his alleged charges of impropriety.
